"We're dealing with a patchwork of laws that are either too restrictive or nonexistent. This leaves the public vulnerable, hinders ethical businesses, and creates avoidable security risks."

About the Legislation

What is the LINC Act?

Introduced by Keys® — the leading software platform built for locksmiths — the LINC Act proposes a Federal Locksmith License (FLL) to bring uniformity, safety, and trust to an industry that has long operated without consistent national oversight.

Today, locksmiths hold the keys to homes, businesses, and vehicles across America. Yet in 37 states, anyone can call themselves a locksmith with zero vetting, zero training, and zero accountability. The LINC Act changes that — establishing a national standard that protects consumers and empowers legitimate professionals.

L

Locksmith

Every professional who works with locks, keys, and physical security systems — holding a position of trust in communities nationwide.

I

Integrity

Establishing ethical, consistent standards so consumers know every licensed locksmith has been vetted, trained, and certified.

N

National

A single federal certification that supersedes the patchwork of 50 different state systems — or lack thereof — creating true nationwide mobility.

C

Certification

A Federal Locksmith License (FLL) that allows certified professionals to legally operate across state lines by simply turning on the Keys App.

The Problem

America's Licensing Gap

Only 13 U.S. states require locksmiths to be licensed — and those that do enforce drastically different rules. The other 37 states allow anyone to operate as a locksmith with zero oversight, putting consumers at risk every day.

13 states with licensing
37 states with no requirements
37 States where anyone can legally call themselves a locksmith — no vetting, no training, no background check required
50+ Different, often conflicting sets of rules that licensed locksmiths must navigate to operate across state lines
0 Federal standards currently in place to protect consumers from unvetted individuals accessing their homes and vehicles

The Solution

What the LINC Act Does

The LINC Act establishes a clear, practical framework that protects consumers, empowers legitimate professionals, and modernizes the industry through technology.

🪪

Federal Locksmith License (FLL)

Creates a single, universally recognized federal credential. Pass the national certification, and you're licensed to operate in all 50 states — no more state-by-state bureaucracy.

🛡️

Consumer Protection, Nationwide

📱

Digital Licensing via the Keys App

Certified locksmiths unlock interstate work simply by turning on the Keys App. Technology and public policy working together — the future of regulated skilled trades.

🔓

Removes Red Tape for Professionals

Ethical locksmiths who meet the federal standard can grow their business across state lines — no more duplicated licensing fees or conflicting local rules blocking legitimate work.

🏛️

Closes a Critical Security Gap

CIA officials at the ALOA Locksmith and Security Expo acknowledged this security gap and encouraged Keys® to lead national reform — because physical security is national security.

📈

Drives Economic Growth

National mobility for licensed locksmiths expands market access, enables business growth, and raises the professionalism — and earning power — of the entire industry.
